Subject: [PATCH] fix(esp_wifi): Keep channel validation only for WIFI_ROC_REQ
 and WIFI_OFFCHAN_TX_REQ

- Refactor ROC operation such that WIFI_ROC_CANCEL and WIFI_OFFCHAN_TX_CANCEL
  can be performed without channel validation
