in suspended mode (state LOADING) don't spend CPU cycles on computing which areas of TrackBasedEstimationWindTrackImpl to invalidate;
...
invalidation while suspended happens once during the transition by clearing the cache

...
This should increase concurrency and reduce wait times when loading massive amounts of races

...
fix internal TrackedRaceImpl structures before triggering maneuver analysis; resume replication queues only after having applied all its operations
so that new operations received while still applying queues have to wait
