Changed the way to create timepoints with 3 ms distance.
...
The old method Thread.sleep(3) is not guaranted to deliver a 3 ms distance which can cause problems

- Made all charts the same width than the time slider
...
- Fixed getWindInfo in SAilingServiceImpl to not deliver averaged wind with timestamps outside the from/to range specified in the method call
- Made the WindChart using the same time range as the time slider

fixed problem caused by trying to replicate all wind tracks, including the virtual ones;
...
Now restricted replication to those wind tracks whose source types can generally be stored. This
in particular excludes the combined and the estimated wind tracks.
