Axel Uhl 173aae736c adding a dummy action with name "release" that triggers when release.yml does not; 
this way we will have a PR get approved by a "release" check action run
even if all changes are ignored by the real release.yml workflow
definition.

Axel Uhl 87d5cd9e05 removed bearer token from github-download- scripts; 
the repo is public now and no authentication is required to download
release and workflow artifacts anymore :-)
