Axel Uhl 256bdec46e compute start tick not only when >4 boats passed the line but when >50% of the boats passed the line 
Now this also works for races with less than four boats.

Axel Uhl a2a7c5f347 don't fire an event from the SliderBar if the current value to set hasn't changed 
This now lets the SliderBar in the TimePanel extend properly when time exceeds the max time so far
