- Added hasWindData() and hasGPSData() to TrackedRace to easily get information about races with unsufficient data for the raceboard.
...
- Added the display of these new properties in the AdminConsole (TrackedRaces view)
- unified usage of RaceAndRegattaIdentifier instead of RaceIdentifierer in many function calls
- Refactored RaceDTO/StrippedRaceDTO and removed unused data in these classes

Changed the structure of the LeaderboardGroupPanel, using VerticalPanel instead of FlowPanel. Now some
spacings / paddings broke. Fix in conjunction with bug 934 regarding the broken breadcrumb panel

Have the cache adjust the time point of the request to that of the latest change to any of the attached races or the latest score correction to improve
cache hit ratio.
Eliminated RaceDTO.timePointOfLastEvent because it is just not interesting; timePointOfNewestEvent, however, is very interesting. Replaced a bunch
of usages of timePointOfLastEvent by the more adequate timePointOfNewestEvent.
