getAverageTrueWindSpeedAndAngleCandidates stub changed
...
if a windspeed candidate is over-or-eq to 40kn it will not be added to
result set. the cubic functions of the stub are unrealistic beyond the
40kn windspeed mark

stubbed getAverageTrueWindSpeedAndAngleCandidates
...
used a fitted function over 505 polar data obtained in the polar data
service, so axel can work with the service.
For the future this could become a cached cubic funtion for each boat
class and each tack/legtype combination.

Removed getAverageTrueWindSpeedAndAngle from PolarDataService
...
only the method that returns a set of candidates should be used.
Still kept the old method in the WindSpeedAndAngleEstimator with a javadoc
commenting on the problems with just returning the candidate with the
highest confidence.

Improved WindSpeedAndAngleEstimator's distance based validation
...
also tested it.
If the requested boat speed is not inbetween the values of the sampling
points the distance between the input speed and each sampling point is
compared and, if small enough, added to the resultset with halved
confidence
