Axel Uhl 423a492bd3 bug6319: document ORC_API_KEY requirement for self-hosting in admin release notes ...

Add an October 2026 Admin Console release-notes entry announcing the migration
of ORC certificate retrieval to the key-based sas.orc.org web API (the previous
public endpoints were decommissioned by ORC). Self-hosting administrators must
now configure the ORC_API_KEY environment variable for the server process; the
SAP-hosted landscape already has it provisioned. Links issue #6319.
