Axel Uhl 261885d01d set default character encoding to cp1252 because only this way we receive the TracTrac competitor names

correctly. In the long run, we should strive for getting a JAR file from TracTrac which allows us to
configure the encoding properly; or even better, they should fix their property in KeyValue.setup to
whatever their server sends.
