Axel Uhl 23a370881d bug5838: ALBs are now created in the VPC where "Sailing Analytics App" SG lives;

the subnet mappings for the AZs are obtained from the full subnet list,
intersected with the VPC ID taken from the "Sailing Analytics
App"-Name-tagged security group. This puts the ALB into the right VPC
and hopefully lets us assign targets to its target groups where the
targets are deployed into that VPC, too.
