for a small fleet such as OBMR 2012 the risk of clustering becoming
random was just too high; I changed the test to use a different race
(470M R5 Gold at KW2013) and adjusted the algorithm to use only 12
instead of 16 clusters, now that the small head-up and bear-away
maneuvers should no longer be delivered by the maneuver algorithm
