Introduce a moxieapps-Highcharts Time wrapper (useUTC/timezone/timezoneOffset)
and Highcharts.Options.setTime(Time), and switch the vertical wind chart and the
device-mapping chart to render datetime axes in the browser's local time zone.

With the bundled Highcharts 12.1.2 the browser-local zone is selected via
useUTC=false (equivalent to timezone=undefined); the v11-only special value
"local" is no longer valid in v12. Also ensure the global time option is applied
via Highcharts.setOptions(...) before the affected Chart is constructed, since
setOptions only affects charts created afterwards.
