Axel Uhl f93646825e place swap file under / instead of /mnt/; ...

This would hopefully make this fast also on free runners. With the
clean-up of the file system we see 37GB of free space prior to the
build. We need ~18GB in /tmp and our workspace during the build, so with
10GB of swap there would still be ~9GB of reserve. Let's see...
