morris ae8acf82e7 feat(rmt): enable RMT support on esp32s31 
Enable esp32s31 RMT caps and clock source definitions for
esp_driver_rmt.

Add esp32s31 RMT LL/periph hooks, sleep retention metadata, and RMTMEM
linker symbol.
