bug6288: comment the live-content conflict branches in LandscapeManagementPanel

Browse Source 
Each branch that handles a refused landscape operation now explains that
the refusal is a live-content conflict (one or more affected replica sets
are currently serving live content) and that the branch offers the user
the chance to proceed and force the operation anyway.
