Kai Börnert eb0226f481 moved removal of leaderboards for regattas to SailingService, so that 
Ownership and ACL's are properly deleted as well

Steffen Schaefer a0069a49c2 RaceTrackers now try to stop in case of an error while creating 
RaceDefinition/TrackedRace instead of silently failing and causing the
general RaceTracker timeout to be triggered
