added missing web/ folder to build.properties
...
Now with the given feature.xml it's possible to export the com.sap.sailing.feature
to the target/ folder. The target/configuration/config.ini file has a configuration
that, when started with target/start, launches the OSGi server, picking up the
required bundles from the plugins/ folder.
