Axel Uhl 4b2c6b8235 partly fixed client-side confidences by sorting wind fixes for request time, not measure time, and picking the one with closest measure time; 
only calculate position-based confidences on the client because the time-based confidence is already factored into the fix's confidence value.
However, the estimation track probably will need special treatment. See bug2689 comment #13. On the server it can return null; on the client
the next best fix will always be looked up. This I have to change.
