Axel Uhl 18725c81ae modified the fix-recording replication operations such that they write the fixes in all cases; 
regardless of the tracking times interval; for this, added corresponding overloaded methods of
DynamicTrackedRace.record... that can be parameterized to force writing the fix; we had that
already for recordWind

Axel Uhl 932843ceae update ticks in chart before adjusting min/max; this avoid tick overflow in case a short tick interval hits a long new range; see bug 3556; 
Also start out with a larger time interval around "now" for the EmbeddedMapAndWindChartEntryPoint to make for a more reasonable
initial wind strip chart
