Axel Uhl 066b6daca4 added "boolean preemptive" parameter to Tracker.stop() method, passing it through for TracTracRaceTrackerImpl; 
using it to stop trackers immediately when clearing RacingEventService for initial load, as well as when the
timeout expires or when the regatta is untracked.

Axel Uhl b5b0c61b1c fixing Shiro session replication by not replacing the caches but replacing the cache contents; 
Shiro seems to hold long-term references to the caches handed out by the CacheManager. Replacing those
caches during initial load doesn't help. They need to have their *contents* replaced instead.
