Removed locak assertion - it can't no longer detect if caller has taken write lock because a088724dea switched to cacheLock that is managed by LockUtil - as startSchedulerForCacheRefresh is only called by scheduleCacheRefresh and it takes a write lock the assertion is obsolete

introduction properly - bug 1345 still holds as we're not talking about
FINISHED state but a TRACKING state that does not properly indicates

It should never happen that the loading progress decreases over time.
...
But this happens and seems to be a bug in the TracAPI when loading many
races concurrently. The only possible fix on our side is to stop the
trackers for this race and notify the user.
