Steffen Schaefer 8cf9053d37 Changed test case to work deterministically. Loading is triggered twice, 
the change enforces the trackedRace to switch to TRACKING state between
the two loading processes.

Steffen Schaefer adec8c11fd bug4125: Changed FixLoaderAndTracker to track the loading state for 
every loading process. In addition, fixes are now loaded in parallel for
each item. This has multiple effects:
* the race will switch to loading state every time tracks are loaded
(e.g. tracking times change or mapping added)
* loading progress isn't always 0%, 50% or 100%
