bug5982: use sanity check before going into blocking wait;
...
before trying to wait for a TrackedRace to show up in the context of a
TrackedRegatta, verify that the RaceDefinition is still contained by the
Regatta to which this is the TrackedRegatta. If not, waiting for the
TrackedRace seems pointless, and an InvalidStateExeption will be thrown,
avoiding an endless blocking wait;

bug5982: use TrackedRegatta.getExistingTrackedRace(RaceDefinition) where possible;
...
this avoids most of the blocking calls to
TrackedRegatta.getTrackedRace(RaceDefinition) which can lead to endless
waits, depleting pool and other threads when called while a race is
being removed
