Axel Uhl 445547cd65 fixed logical condition for outlier detection: if the fix has neighbours in the range on one side, one of those needs to be in reach for the fix to be valid; 
in particular, this means that first and last fixes in a track need to have a valid neighbour in reach to be considered valid

Axel Uhl 89e421ce1a prepare for combined event/race ID in SwissTiming SailMaster protocol 
The new format allows for an event ID to be prepended to the race ID, separated by a semicolon.
This will make the combined ID unique across events and regattas. Parsing the boat class from the
combined ID now has to respect the new format.
