Axel Uhl 21807f2969 reduced wind averaging interval to 2*resolution + 2ms for estimation track 
This fixes parts of the performance problem. Now it's about increasing concurrency again.

Axel Uhl 9e36378f2e interims commit, uncompilable, moving towards distinguishing WindSource and WindSourceType 
The problem I'm trying to solve is this: there may be multiple WindSource objects for the
same WindSourceType. Example: EXPEDITION where each sensor shall produce a WindTrack of its own.
Similarly, there may be manually-entered and REST-provided WEB tracks.

Axel Uhl f24deeb2e3 Introduced WindWithConfidence; use Scalable* classes instead of Pair/Triple as scalable values in interfaces; 
I extracted some of the Scalable... classes into public standalone classes so I could use them in
ScalableWind. This made it obvious that these classes can easily be used instead of the more
cumbersome Pair<Double, Double> or Triple<Double, Double, Double> types for the scalable value type
argument. Subsequently this required adjustments to a few tests.

Axel Uhl 767289f284 avoid explicit cast to Double in Mongo persistence adapters; cast to Number instead and use doubleValue(); 
this should fix issues with wind databases after export/import where it seems that an exported even double
value is imported again as an Integer object instead of the Double that it originally was written as.
