introduced field trackedRaceLinked on RaceStateSerializer so it will appear in EventsResource output;
...
the problem so far was that trackedRaceId only indicated which tracked race would be attached to this
column/fleet combination if it were ever loaded. It does not tell about whether that tracked race *is*
currently loaded and linked.
