Frederik Petersen c851d962d3 stubbed getAverageTrueWindSpeedAndAngleCandidates 
used a fitted function over 505 polar data obtained in the polar data
service, so axel can work with the service.

For the future this could become a cached cubic funtion for each boat
class and each tack/legtype combination.

Frederik Petersen 16f722c48b Removed getAverageTrueWindSpeedAndAngle from PolarDataService 
only the method that returns a set of candidates should be used.
Still kept the old method in the WindSpeedAndAngleEstimator with a javadoc
commenting on the problems with just returning the candidate with the
highest confidence.
