Bug 1372: allow play in replay mode for live races only if canReplayDuringLiveRaces URL parameter is set to true;

The parameter is set to true for all accesses from within the AdminConsole. It is also propagated through
Spectator.html and LeaderboardGroupPanel.

with the excessive cnd redundant ourse updates sent by TracTrac, pulling the write lock only if the course actually changed;
...
This required adding a read lock around the check. To allow proper upgrading, the update(...) method uses
a monitor that serializes calls to update(...) and therefore allows the upgrade to happen atomically.
