bug5782: fixed test cases for negative ACLs;
...
the tests were now failing because the "user" role only implies the default
actions for all objects owned by the user; UPLOAD_MEDIA is not a default
action, however. Therefore, it needs to be added to the test user
explicitly.

with this, the isOnlyAdding check for images and videos works properly
for updating an event. Added the role name to search strings for user

in testGetCertificate also try reference number for previous year;
...
this can help early in the year when there are few or no certificates yet for the
current year and the lookup by boat name fails due to encoding issues for special
characters leading to deviations between the certificate itself and the database
master data for that certificate
