bug 1348: use a fetcher pattern for the size of Leaderboard.getCompetitors() so it doesn't get computed unnecessarily;
...
this isn't the full solution to bug 1348 which would require smart caching with tricky cache invalidation,
particularly for meta-leaderboards. But it helps for all LowPoint scoring schemes.

fixing bug 1349; DynamicTrackedRace held back triggers for the maneuver cache when the race was in state LOADING;
...
This was superceded by the change to suspend and resume the caches while the race is in state LOADING.
However, when suspended, triggers need to be sent to the cache, or else it won't start an update for
those keys when resumed.
Note that this commit does not fix the "side-show" issue of prematurely switching a race to TRACKING state
even if there are events left in its queue.

really unlock read lock if counter == 1 or current thread is owner;
...
this takes care of the possibility that the thread to which locks are propagated gets the read lock itself and later
is propagated the read lock again. In this case, the receiving thread needs to first actually unlock its lock before
only decrementing the counter and relying on the propagating thread's lock ownership.

Changed "final" semantics for leaderboard JSON export such that it never exports a started but not yet finished race;
...
other fixes include creation of regattas which need to be created with no RaceColumns attached to the Series yet because
it otherwise breaks assumptions asserted by "assert" statements, hence breaking tests when executed with -ea.

don't enter MarkPassings with guessed time points; instead, only queue and wait for start time to be received later;
...
otherwise, this would let TrackedRace infer the start time from the guessed start mark passing times which ends in a
"vicious circle" with future mark passings not even being queued for re-validation after start time receiving.
