Fix references to LAST_CHANGE_FILE from update_authorized_keys..._if_changed.
...
The last change file is now dependent on the user and so the clean_root_ssh_dir_and_tmp needed updating to clear all possible "last change files" and so did the rabbitmq
setup which changes ownership of the file to admin.

Fix part3 of central reverse proxy setup, where there was an issue with target group registration.
...
Remove target groups which have NLBs as one of their Load Balancers,
so that there isn't an attempt to add an instance id to an ip-based target group.

Fix issue with user.name in Git.
...
The setupHttpdGitLocal.sh is ran whenever httpd
is restarted and this sets up the repo and sets the internal server status.
However, it was also resetting the git username which is incorrect. This should only be done on the first setup.
