Axel Uhl 17093b4dc6 availability checks now return non-2XX response code if unavailable; status script adjusted; 
the java/target/status script now uses the consolidated
/sailingserver/api/v1/status end point and returns a 200 response if and
only if the RacingEventService has loaded all races it needs to load and
replication reports availability. In all other cases, non-2XX codes
are reported, such as 503 (not available) or 404 (not found)

Axel Uhl 6756171f29 increase number of Jetty threadpool threads from 64 to 250; 
with long-running requests such as data-mining etc. it may be
helpful to follow the Jetty recommendations and exceed the
5*#CPUs which for a 16 CPU instance would already be 80 threads,
not 64. Ultimately, we should make this a setting that is
controlled by a property determined on the respective instance,
based on the #CPUs the instance has available.
