Axel Uhl 4d01dffa9a use TrackedRace.getEndOfRace() in RaceContext.getWinnerOrNull() to ensure score corrections are applied; 
this fixes bug 3634 which so far had been preferring RaceState.getFinishedTime() which is based on the blue flag down
event which, however, may be before TrackedRace.getEndOfRace(). We may consider to use RaceState.getFinishedTime() as
a default for TrackedRace.getEndOfRace(), particularly in doubtful mark passing situations, and maybe always, since
it would correctly ignore much delayed mark passings outside of the finishing window

Axel Uhl 5f5a3c460e introduced CourseDesignerMode field on RaceLogCourseDesignChangedEvent and field isWaypointSequenceValid on CourseDesignerMode; 
this is to solve bug 3608 because course designs coming from the ByName course editor will no longer be used to update
a TrackedRace's course.
