There are still sporadic test failures, with maneuver candidates being
at slightly different time points between early and late initialization.
Another puzzle to solve?

bug6209: relax groupability criteria for approximation fixes into single maneuver spot;
...
see comment #21 ; we now require adjacent approximation fixes to be
within five (instead of three) hull lengths of distance or twice
(instead of once) the maneuver duration to be considered groupable
into the same maneuver spot. This fixes the PhilippBuhlsDoublePenaltyCircleAtKielerWoche2014Test
but should be augmented by making adjacent maneuver curves truly
adjacent

the damping makes it necessary to turn to the opposite direction a bit
more than only 1.2 times the maneuver threshold when before that the
boat turned the other way. Damping reduces this to below the maneuver
threshold. Increasing this to 1.5 does the job for this test.
