switched order of updating DynamicRaceDefinitionSet and adding tracked race to regatta; fixed deserialization issue with DelayedLeaderboardCorrectionsImpl
...
The deserialization issue led to NPEs; the listeners field was transient and not re-initialized after de-serialization.
This has led to the NPE in a replica.
