Drop the hardcoded ORC bulk-download URL from TestORCPerformanceCurve.initialize()
and instead obtain the authenticated per-country bulk JSON stream from
ORCPublicCertificateDatabaseImpl.openBulkCertificatesJsonStream(CountryCode). All
endpoint knowledge (host, path, action, ext) now lives in the impl, the online fetch
gains the Authorization header it was previously missing, and no method has to be
added to the public ORCPublicCertificateDatabase interface. The .impl package is
reachable from the test because it is exported with an x-friends restriction naming
com.sap.sailing.domain.test; clean up the duplicated friend entry in the manifest.
