Axel Uhl 173aae736c adding a dummy action with name "release" that triggers when release.yml does not; 
this way we will have a PR get approved by a "release" check action run
even if all changes are ignored by the real release.yml workflow
definition.

Axel Uhl 6e79fc9e40 bug6245: creating consistency for SmartFutureCache exception handling; 
the get(key, waitForLatest) method now consistently throws a
RuntimeException, regardless of whether it originated from calling get()
on the FutureTask executing an ongoing re-calculation, or reading from
the cache instead of an ongoing re-calculation's FutureTask.

Axel Uhl 4a09ac705f use MarkedAsyncCallback for adding result import URL; 
this most likely has been the missing piece fo making the
TestConnectorsResultImportUrls Selenium test case robust against timing
issues. The waitForAjaxCalls() wouldn't have had any effect without also
wrapping the AsyncCallback with a MarkedAsyncCallback.

this will leave initialization/migration of the SERVER object's
ownership to the "...-server" group to the code receiving and installing
the SecurityService's initial load.
