Axel Uhl 8ab46b3660 fixed synchronization for updating initial start/end of tracking time into new TrackedRace; 
This way, other receivers will not see the TrackedRace as announced to
the DomainFactory before a callback was invoked which in this case
updates the start/stop tracking times.

Axel Uhl 16211b7ec7 using RacingEventService.stopTracking instead of only calling stop() on the tracker; 
this shall consistently remove the tracker from the tracker cache in
RacingEventService, stop tracking wind and hence allow for re-tracking
such a race.

Axel Uhl 2027ea8671 upgraded TracAPI from 3.4.1 to 3.6.0; 
This makes available new connection methods that support
TimeoutException instead of waiting forever. This now needs to be
integrated.

Axel Uhl 5ccf76d781 during restore, wait 1min for race to appear before moving on to restoring next race; 
This shall avoid flooding tracking providers as well as our own server
by too many concurrent restore requests. Waiting at least for the
RaceDefinition to appear should help serialize requests a little more.
