when clicking on the icons, the Sites are always openede in a new browser
tab.

to common class AbstractEventManagemenPanel. All ManagementPanels in
leaderboard, now should extend AbstractEventManagemenpanel.

Fabian Schwarz-Fritz 1457a50f2b Corrected string constants of Yes and No property to suppport 
internationalization in leaderboard config table, column "Is tracked"
Corrected german property for stringConstant "Is tracked".
Added an AbstractEventMangementPanel for correct structure of
SwissTimingEventManagementPanel, TracTracEventManagementPanel, and other
Panels eventually coming in the future.
