hooked up wind chart and abstract chart panel (leaderboard charts) as time listeners
...
Additional fixes were required in WindChart to avoid overwriting the existing series with the new
partial data. Solved by introducing an "append" parameter.

added synchronization to WindTrackImpl.add again since it seems not to have been at fault; added threads:
...
One thread per listener in the UDPReceiver. They each have a bounded queue and wait for incoming
messages with a timeout. They are stopped when the listener unsubscribes.

This now lets the SliderBar in the TimePanel extend properly when time exceeds the max time so far
